
Project Manager
- Job Corps is a national residential training and employment program
administered by the U.S. Department of Labor (DOL) and the National Office of
Job Corps to address the multiple barriers to employment faced by disadvantaged
youth throughout the United States. Job Corps provides educational,
occupational, social and workplace skills training and support services.
The National Office of Job
Corps, through a network of Regional Offices, administers the program. The
employment and training services are delivered to youth at 122 Job Corps center
campuses nationwide, and are provided by contractors and federal agencies.
Job Corps’ Contracting
Officers are responsible for ensuring that contractors procure goods and
services on behalf of the program in conformance with the Federal Acquisition
Regulations (FAR). The FAR allows for approval of purchasing systems after a
rigorous review of all purchasing manuals and procedures, which demonstrate
practices that are in compliance with the FAR. According to the FAR, if a
contractor does business in excess of $25 million with the government per year,
a purchasing system review should be conducted at the contractor level, rather
than at the individual contract level. Therefore, a nationally contracted
service to perform such reviews is appropriate.
Seeking a Project Manager to
conduct Contractor Purchasing System Reviews (CPSRs) of Job Corps contractors to
ensure that contractor systems for purchasing, accounting and cost estimating
conform to the FAR, are adequate to provide supplies and services at reasonable
costs, and adequately protect the government’s interests.
The Project Manager shall coordinate all work performed under
this contract with the National Office of Job Corps and its corporate and center
contractors, and shall be accountable for complying with all federal laws and
regulations and agency implementing policies, procedures and directives. The
work performed under this contract will be considered confidential, as it will
include internal source selection information.
Other
Project Manager responsibilities include:

Interfacing with
DOL officials on a regular basis to discuss project status
·
Completing
monthly project status reports
·
Conducting CPSR
reviews at operating contractors corporate offices and cognizant Job Corps
centers to assess purchasing compliance with the Federal Acquisition Regulations
(FAR)
·
Completing final
reports upon each review, to include corrective action plans, and written
correspondence between operating contractors and DOL officials
·
Managing the
CPSR budget and approving monthly invoices to DOL
·
Requires
significant travel
·
Requires
extensive knowledge of the FAR and experience in purchasing systems
Requires management of one
Senior Research Associate and one Research Associate assigned to the project
